Department & how it relates to the role

Network Rail is planning to transfer certain activities of our business to a new National Centre which will open in Milton Keynes during 2012. You should be aware that this position will be included in this move.

About the role (External)

The main aim of this role is to lead industry direction for the development of track assets as part of a holistic systems approach to improve industry safety and reduce industry costs. Direct rail industry technical development, the development of track system engineering design principles and the long term strategy for track assets for the railway of the future.

Key Accountabilities

· Direct policy input to the development and implementation of industry predictive decision support tools for the track asset.

· Act as the industry and system technical authority for track engineering, in accordance with industry strategy. Provide expert technical advice to the industry and Europe.

· Provide professional engineering leadership to track engineers throughout the industry. Specify the required competences for track engineers in all parts of the industry. Oversee the structured development of track engineering skills to meet the needs of individuals and the future needs of the industry.

· Lead, influence and shape the development of statute, and external regulations and standards to protect the interests of the UK Rail Industry; determine the track system requirements necessary to comply with these.

· Lead UK industry representation to European and other technical bodies to further the UK Industrys interests.

· Direct the development of industry technical standards and system specifications for track. Review and approve deviations from standards, and manage non-compliance applications.

· Direct the development of system engineering design principles.

· Direct industry policy for performance and reliability of track assets and associated monitoring.

· Lead the development of the policy for a forward facing systems assurance and verification regime for the UK rail Industry, focussing on the development and use of leading indicators and associated technologies.

· Lead the provision of an integrated industry system understanding through the identification of deficiencies in holistic assurance processes through cross system assessment and analysis.

· Create knowledge of system functionality based on information on trends from failures, accidents, investigations and other sources.

* Direct the development of track technology solutions to business requirements. Review the acceptability of new or modified products and systems and the compatibility of new rolling stock with the infrastructure by authorising certificates of acceptance and acting as a member of System Review Panels, chairing where appropriate.

Job Skills, Experience and Qualifications

Essential

· Chartered Engineer
· Significant relevant track experience of railway track engineering
· Sound knowledge of policies and standards relating to track engineering
· Holds relevant professional licences or capable of achieving within two years
· Knowledge of the engineering safety management and risk assessment processes
· Proven project management experience
· Sound understanding of the principles of business case analysis

· Experience in a safety critical role
